This planning application is building 13 mostly 2 bed flats on a tiny plot with the cycle parking hidden at the back of the site. The officers report said this was fine, as there is access through the private car park at the rear, but this doesn't appear to be true, so at the last minute, the officer opinion is changing to say that access can only be assumed to be via a narrow gated alleyway to Water Lane, but that this still meets the cycle parking standards definition of 'convenient'.
