Erection of 23 residential units (use class C3) to be arranged in two blocks comprising a mix of studio and 1 & 2 bed flats including 40% affordable housing, two car parking spaces, cycle parking and associated hard and soft landscaping.
149B Histon Road Cambridge Cambridgeshire CB4 3JD
Application reference : 15/1369/FUL
DETAILS:
23 residential apartment units comprising 22 x 1-bed and studio units and 1 x 2 bed unit
Transport statement:
There will be no onsite car parking
There will be 26 cycle parking spaces (the minimum requirement is 24)
States (in paragraph 6.3) that the cycle parking will meet the requirements from the local plan 2006:
>Cycle racks or stands should conform to the design and dimension requirements.
>For residential, cycle parking should be within a covered lockable enclosure. The cycle parking should be accessible and convenient to use.
>All cycle parking should be designed to minimise conflict between cycles and motor vehicles.
There are no details or drawings of the proposed cycle parking provision in the transport statement.
Floor Plans:
The floor plans for A and B indicate there will be two enclosed cycle store areas, one on the ground floor of each block. There are no details of what type of racks will be used. Although the drawing indicates sheffield stands (8 for block A = 16 cycles) (5 for block B = 10 cycles).

The following planning application has been submitted. This may be an opportunity to raise through the planning system the inappropriateness that vehicles can be driven into the site but not people cannot cycle (I believe). As the planning application includes public access to the new facilities, the ability for people to cycle direct to the buildings is relevant to the public.

15/1227/FUL | Erection of a new 18,000sqm research laboratory building (Use Class B1 (b)) and associated works. | Puddicombe Way Cambridge
Site Plan shows "Cycle Storage" adjacent to the hotel? site to the east.
Red line extending to Robinson Way (north of Francis Crick roundabout), Puddicombe Way and including half the Forum area suggests intention to secure good transport links.
Essential to remedy poor walking/cycling layout at foot of busway/cycleway bridge, and secure easy access to (across?) the bus/cycleway's extension to The Forum, where the intention may be to continue cycleway on southern side only of busway.

Proposal for three new pedestrian and cycle access points to Cambridge Business Park. The proposals are being made in light of the plans for an new station nearby.
Representations from companies with premises on the business park - Redgate and Autonomy - have expressed concerns about security and the potential for people to try and park on the business park and then get on a train.
The proposals are for the new accesses to be gated to restrict general public access.
The proposals include a connection to the potential cycleway along the line of the disused railway.

An application to pave over part of the very wide verge on Tendon Road (verge parking is banned) for additional parking space. We may not need to add our own objection, but it is interesting to note- especially should there be a future proposal for segregated cycling facilities here.

See p26 of D+A Statement.
It's "bikes and bins", with cycles shown in garden sheds or to the rear of tandem car parking, ie inaccessible. The developer claims high sustainability and to favour walking and cycling. This being outline application an objection might produce improvement.

The site used by Ridgeons (builders' merchants) on Cromwell Road in Cambridge has been identified by Cambridge City Council as a potential location for new housing in the future. As a part of this, Ridgeons and their team of consultants, along with Cambridge City Council, are working to develop a document called the Ridgeons Cromwell Road Development and Planning Brief (Supplementary Planning Document, SPD). This will provide guidance on access, land use, building types, open space and character for all future planning applications on the site.

Issues relating to cycle parking quality and number.
Wrongly claims cycle route network in the immediate area is excellent.

"Housing firm McA Developments has submitted proposals for the new homes on a site west of the town, along with two primary schools and a second secondary school.
The site extends from the tree belt to the west of Lower Cambourne to the A1198, and from the A428 in the north to the Caxton Bypass in the south.
Alongside the houses and schools, the developer has also proposed:
-Sports pitches and play areas
-Shops and community space
-Offices and light industrial employment areas
-Public open space
-Surface water drainage and landscaping
-Segregated cycle and pedestrian routes
-Alterations to an existing access off the A1198 and the redesign of the Caxton bypass and Cambourne Road roundabouts."

This application re-routes the path west of the shop to make room for a new structure. The problem is it adds another right angle turn to the already ridiculous one at the west corner of the shop. With a tiny change it could also allow for access to the store!

There are proposals to build a permanent ice rink on land owned by Marshalls within the Park and Ride site. Various community groups are currently being consulted at an early stage about the plans.
Cycling issues include cycle parking, construction and delivery lorry danger, and connectivity for cycling.
The site in on NCN 51.

A planning application (14/1818/FUL) proposes to replace the road blockers with gates. The design has such a large gate it has to open to the left of the opening as seen from Manor St (see http://goo.gl/maps/j7Lfm), requiring 3 of the 5 cycle parking hoops (obscured by the trees and not in use in the photo) to be moved to the right of the entrance. They serve shops on King St and visitors to the Malcolm Place flats so moving them would take them significantly further from the needs they serve.
I am drafting an email to the planning department to include criticism of the gate design from my point of view as a local resident. I am also soliciting Campaign support on the cycle parking issue. I'll post a draft shortly.

3-floors block 15 flats hidden rear of industrial building behind Aldi.
Nominally car-free (ie provides no on-site car parking beyond one space for disabled) but the flimsy Transport Assessment (Conclusions 5.5) says "....surveys on existing on-street parking on local routes have identified some capacity for additional parking demand generated by the development, should residents at the development choose to own a vehicle." This acts against the (so far undelivered) scheme to eliminate car parking on Histon Road and instal cycle lanes. There is space in front of the industrial shed, and "parking" appears there on the site plan.
This seems to be a re-application, developer suggests the only issue left to be resolved is (personal) security on the remote access route. However the police ALO doesn't like it.
Car-free: interesting, but this instance looks very dodgy.
The TA instances other Cambridge "car-free" flat developments - do they really work?
