The government said that it expects Combined Authorities to lead the restart of the transport system following the Covid lockdown. The Transport Restart Group is chaired by the Combined Authority (its leads are James Palmer and Paul Raynes) and brings together the two highways authorities, police and public health colleagues, the two main city councils, a representative bus operator, Network Rail, Highways England, and the Department for Transport. It has met weekly since 1 June.
The group has three main tasks:
(a) ensuring the public transport restarts to as near 100% of pre-Covid network as possible;
(b) ensuring a package of active travel measures is implemented to mitigate potential increases in private car use;
(c) monitoring data in relation to the impact of Covid – 19 on transport and considering what further measures might be needed to maintain the transport recovery.

The Carter Bridge is looking worse for wear in many ways.
We've had a question about who is responsible for maintenance. Network Rail and Cambridge County Council, Cambridge City Council have apparently denied responsibility and there has been a suggestion that Essex County Council may be responsible.
What do we know about responsibility and previous actions to keep the bridge maintained?

From the previous thread:
Key information:
The establishment of the new JDCC, composed of members from both South Cambridgeshire District Council and Cambridge City Council have now been completed and the previous JDCC has been dissolved...
'In terms of the remit of the new Committee, some cross boundary sites have been included that were not within the remit of the previous Committee ... both Councils have adopted Local Plans which include specific policy designations – some of which overlap the Administrative boundary of the two Councils. Whilst both Councils have created a shared planning service, this does not change the statutory position of the two Councils as distinct “local Planning Authorities” ... The additional sites include the North East Cambridge Area Action Plan areas within both City and SCDC, Cambridge Biomedical Campus/Addenbrookes site and the extension of Peterhouse Science Park/ARM on Fulbourn Road.'

The link from Barton Road to the Lammas Land car park (and the car park itself) have been closed to all use by the County Council for some development work. This is a buisy cycle route, and no effort has been put into providing a diversion. Currently most people are cycling across the grass behind the hedge beside the road (though how long this will remain possible if it rains is unclear); an alternative is to use other paths across Lammas Land, but they are narrow, not actually marked for cycling, and it's further.
According to a notice at the junction with Barton Road this work will continue to the start of December. There was and is no warning when approaching from east of the river.
